Add a contributing section with Help Wanted hotlist
This type of information has a different lifecycle than the
source-code and is better suited on the homepage than in the
documentation.

What is the issue that should be resolved?
It's challenging to find guidelines for how to contribute to Gerrit and then difficult to understand where to add new guidelines.
