[ek] Which changes require a release note entry?

- [ms] ask the release managers to document which changes are noteworthy?
They did this task in the past and should have some criteria that they applied
- [ng] link to release documentation: https://gerrit-review.googlesource.com/Documentation/dev-release.html
- [ms] also document what should not be in the release notes (e.g. refactorings)
- [ms] define for whom we are writing release notes (end users, admins)
- [ms] for large features spanning many changes:
  - Add entry to the release notes in the beginning
  - Let changes just refer to that
  - In the end update the release notes entry with a good summary
