This is about improving bug triaging for the Gerrit project and was agreed on in the discussion about
Gerrit Bug Triaging & Issue Management at the virtual user summit in June 2021

Old legacy issues:
- Declare bug bankruptcy for old Bug issues with a nice message
- Exclude issues that have been recently touched
- Manually triage the rest
- Could share this work amongst maintainers
