Expected behavior:
Two commits in a relation chain, can be submitted together via "Submit including parents" when both have a +2 and +1
Observed behavior:
Two commits in a relation chain. Both get a +2 and Verified +1. The parent change is submittable, but the other commit has "Submit including parents" grayed out. After submitting the parent change before, I still have the grayed out message and can't commit the other one.
