What is the issue that should be resolved?
First time contributors sometimes wonder what's the process to get their changes submitted, e.g. who does the submit? Especially for Googlers the concept of changes being submitted by the Gerrit maintainers is unexpected, since at Google changes are mostly submitted by the author after approval has been received.

Please include ideas how the issue could be addressed below:
The life of a change documentation can also answer other questions, like when will my change/fix be released. Or explain our auto-abandon policy after x months of inactivity.
