Having a separate mailing lists for announcements only would reduce the amount of emails for people that are only interested in announcements.

If we decide to have such a mailing list, we need to document which announcements should be posted on this mailing list.

Sound like a good idea to me.

While we're at it, maybe we could also rename the mail mailing list? "repo-discuss" was originally created IIRC for the repo tool, and Gerrit has hijacked it.
