I believe this is probably GerritHub specific, and if so, it's not the right issue tracker. Anyway, assigning Luca here to see if he's kind enough to see what's in the server logs.

The failure is related to https://crbug.com/gerrit/10711 .
What basically happens is that the multi-site plugin *believes* that the local ref-db is out of sync with the shared global ref state, which isn't the case.
I've manually reset the shared ref-db and you should be able again to submit your change.
Tiago is working on fixing 10711, you are more than welcome to follow it and review.
