The checks plugin doesn't have a stable-3.0 branch because it's not supported for 3.0.
This is because it depends on some core changes which are not available in 3.0 (e.g. [1]).
To make it work for 3.0 we would need to backport those.

We talked about this during the ESC meeting. As we guess that backporting the necessary core changes would require quite some effort, we would rather not do it. We might also risk to introduce new issues to 3.0 which we would rather like to avoid. Instead of 3.0, we'll try to target 3.1 as a release on which a version of the checks plugin will work.
