In a discussion on change 206310 ("Enable aliases for change query operators") it turned out that it would be valuable to have some recommendations on where global configuration should be stored [1]. At the moment we have 2 possibilities:

- store global configuration in 'gerrit.config'
- store global configuration in 'project.config' of 'All-Projects'

Document recommendations about which storage is preferred in which case.
